Facts About Serbia and MontenegroIn February 2003, following the break up of the former Yugoslavia, the two remaining republics of Serbia and Montenegro formed a loose federal union. Under its constitutional charter, the union had a federal presidency and parliament responsible for defense and foreign affairs. The union had been intended to last for a minimum of three years, after which the two republics could hold referendums on maintaining the Union. In May 2006, Montenegrins voted in such a referendum on whether to dissolve the State Union with Serbia. 55.5 percent of Montenegrins voted in favor of dissolving the Union. As a result, Montenegro became independent through a fair and transparent process praised by observers for its regularity and efficiency. Montenegrin independence did not entail sweeping changes within the two former republics as they became independent states, as the two republics had essentially already been in charge of their own economies and with their own parliaments, judicial and executive branches.
